शिक्षा विभाग का बड़ा फैसला, PSTET-2 को लेकर जारी किए नए आदेश
पंजाब में मास्टर कैडर के पदों पर प्रमोशन को लेकर शिक्षा विभाग ने बड़ा फैसला लिया है। डायरेक्टर ऑफ स्कूल एजुकेशन (सेकेंडरी) पंजाब की ओर से जारी आदेश के अनुसार अब मास्टर कैडर में नियुक्ति और प्रमोशन के लिए पंजाब स्टेट टीचर एलिजिबिलिटी टेस्ट (PSTET-2) पास करना अनिवार्य होगा।
शिक्षा विभाग ने स्पष्ट किया है कि पहले मेमो नंबर 19/23-16 A-4 (5) दिनांक 14.09.2017 के तहत कुछ कर्मचारियों को PSTET से छूट दी गई थी। यह छूट उन अध्यापकों को मिली थी जो NCTE की अधिसूचना 23.08.2010 और RTE एक्ट 2009 के तहत PSTET की पहली घोषणा 30.07.2011 के बाद सेवा में आए थे।
हालांकि, अब माननीय सुप्रीम कोर्ट द्वारा 01 सितंबर 2025 को दिए गए फैसले (भरुनेग मुथविभा वेवत तैले अंजुमन-ए-इशात बनाम महाराष्ट्र राज्य व अन्य) के बाद स्थिति बदल गई है। सुप्रीम कोर्ट ने अपने फैसले में मास्टर कैडर में नियुक्ति और प्रमोशन के लिए PSTET-2 पास करना अनिवार्य घोषित किया है।
इस फैसले के आधार पर शिक्षा विभाग ने पुराने नोटिस को रद्द करते हुए नया आदेश जारी किया है। आदेश में यह भी कहा गया है कि जो कर्मचारी प्रमोशन के बाद मास्टर कैडर में कार्यरत हैं और जिनकी शेष सेवा अवधि 5 वर्ष से अधिक है, यदि उन्होंने अब तक PSTET-2 पास नहीं किया है तो उन्हें दो वर्षों के भीतर PSTET-2 पास करना होगा। ऐसा न करने पर विभाग की ओर से सुप्रीम कोर्ट के आदेशानुसार आगे की कार्रवाई की जाएगी।
हालांकि विभाग ने यह भी स्पष्ट किया है कि चूंकि वर्ष 2025 में PSTET-2 परीक्षा आयोजित नहीं की गई, इसलिए 12.11.2025, 24.12.2025, 04.01.2026 और 05.01.2026 के आदेशों के तहत जिन कर्मचारियों को प्रमोशन मिला है और जो सेवानिवृत्त हो चुके हैं, उन्हें PSTET-2 पास करना अनिवार्य नहीं होगा। यह आदेश 06 फरवरी 2026 को डायरेक्टर स्कूल एजुकेशन (सेकेंडरी) पंजाब द्वारा जारी किया गया है।
