सीएम धामी ने उपनल कार्मिकों के हित में लिया महत्वपूर्ण निर्णय
उपनल-आउटसोर्स कर्मियों को अब समान काम के लिए समान वेतन मिलेगा। दरअसल, उत्तराखंड में समान कार्य, समान वेतन की मांग को लेकर उपनल कर्मियों का 16 दिन से आंदोलन चल रहा था। हाईकोर्ट भी सरकार को उपनल कर्मियों को समान वेतन देने के आदेश जारी कर चुकी है। हाईकोर्ट ने सरकार को आदेश दिए हैं कि दिसंबर से उपनल कर्मियों को समान वेतन देना सुनिश्चित करें। बावजूद इसके उपनल कर्मियों की मांग पूरी नहीं हो रही थी। आक्रोशित उपनल कर्मी लगातार आंदोलन पर बैठे हुए थे। इसी को लेकर मंगलवार शाम सीएम पुष्कर सिंह धामी की अध्यक्षता में समिति की बैठक बुलाई गई थी। तय हुआ कि पहले चरण में 12 साल या उससे अधिक समय से उपनल के जरिए विभागों में सेवाएं दे रहे कर्मियों को समान वेतन दिया जाएगा। देर शाम सैनिक कल्याण सचिव दीपेंद्र चौधरी की ओर से इसका आदेश जारी होने के बाद उपनल कर्मचारी महासंघ ने 16 दिन से चल रहे आंदोलन को स्थगित कर दिया। कर्मचारी आज से अपने विभागों में काम पर लौटेंगे।
बैठक के तत्काल बाद आदेश
सीएम की अध्यक्षता में आयोजित बैठक में सचिव कार्मिक शैलेश बगौली, प्रमुख सचिव वित्त आरके सुधांशु, सचिव मुख्यमंत्री विनय शंकर पांडे और सचिव सैनिक कल्याण दीपेंद्र चौधरी मौजूद रहे। बैठक में लिए गए निर्णयों के बारे में प्रतिनिधिमंडल को अवगत कराया गया। कर्मचारियों ने कहा कि जब तक शासनादेश जारी नहीं हो जाता है वह हड़ताल खत्म नहीं करेंगे। उपनल कर्मचारियों के इस ऐलान के करीब पौन घंटे बाद ही सैनिक कल्याण सचिव दीपेंद्र चौधरी की ओर से ‘समान कार्य के लिए समान वेतन’ का शासनादेश जारी कर दिया गया। डीएम देहरादून को भी यह आदेश भेजा गया है। सिटी मजिस्ट्रेट प्रत्यूष सिंह आदेश के साथ देर शाम धरनस्थल पर पहुंचे। फैसले के बाद उपनल कर्मचारी महासंघ के प्रतिनिधिमंडल ने सीएम से मुलाकात की। सीएम ने कहा कि सरकार कर्मचारियों के हितों की रक्षा के लिए प्रतिबद्ध है।
सरकार ने सेवा शर्त जोड़ी
सरकार ने समान कार्य समान वेतन के दायरे में सेवा शर्त को जोड़ा है। इसमें 12 साल की नियमित सेवा करने वाले उपनल कर्मचारियों को न्यूनतम वेतनमान और महंगाई भत्ता समान कार्य समान वेतन के सिद्धांत पर देय होगा। इस दायरे में 20 हजार से ज्यादा उपनल कर्मचारियों में से करीब पांच हजार कर्मचारी आ रहे हैं। उपनल कर्मचारियों को चरणबद्ध तरीके से फैसले का लाभ मिलेगा। हालांकि आदेश में यह स्पष्ट नहीं किया गया है कि चरणबद्ध प्रक्रिया में कितने महीने या वर्ष का अंतराल होगा।
