उत्तराखंड : 2026 में नई सोशल मीडिया नीति लागू करेंगे सीएम धामी
मुख्यमंत्री पुष्कर सिंह धामी ने देहरादून में आयोजित “उत्तराखंड क्रिएटर्स मीट–2025” में बतौर मुख्य अतिथि अनेक सोशल मीडिया क्रिएटर्स से अनौपचारिक संवाद किया तथा उनके प्रश्नों का उत्तर दिया। युवा कंटेंट क्रिएटर्स के साथ हुए इस संवाद को मुख्यमंत्री ने “युवा सोच और डिजिटल ऊर्जा का संगम” बताया।
एक युवा सोशल मीडिया इन्फ्लुएंसर ने प्रधानमंत्री नरेंद्र मोदी के ‘विकसित भारत–श्रेष्ठ भारत @2047’ दृष्टिकोण में उत्तराखंड की भूमिका के बारे में प्रश्न किया। इसका उत्तर देते हुए मुख्यमंत्री पुष्कर सिंह धामी ने कहा कि विकसित भारत का आधार तभी सुदृढ़ होगा जब देश और राज्य का हर ब्लॉक, हर तहसील, हर जिला और हर गांव सशक्त होगा। उन्होंने कहा कि उत्तराखंड सरकार इस दिशा में निरंतर कार्य कर रही है—चाहे वह बुनियादी ढांचा हो, पर्यटन, महिला सशक्तिकरण, शिक्षा, स्वास्थ्य या उद्यमिता—सभी क्षेत्रों में तेज प्रगति की जा रही है।
एक क्रिएटर द्वारा भ्रष्टाचार से जुड़े प्रश्न पूछे जाने पर मुख्यमंत्री ने कहा कि राज्य सरकार ने भ्रष्टाचार के खिलाफ जीरो टॉलरेंस नीति अपनाई है। उन्होंने बताया कि अब तक 200 से अधिक अधिकारियों एवं कर्मचारियों पर कार्रवाई की जा चुकी है। उन्होंने कहा कि राज्य में पारदर्शिता, दक्षता और जवाबदेही को सर्वोच्च प्राथमिकता दी जा रही है और “भ्रष्टाचार के खिलाफ लड़ाई आगे भी पूरी दृढ़ता से जारी रहेगी।”
राज्य की आगामी सोशल मीडिया नीति से जुड़े प्रश्न के उत्तर में मुख्यमंत्री ने कहा कि अगले वर्ष तक उत्तराखंड सरकार की नई सोशल मीडिया नीति लागू कर दी जाएगी। उन्होंने बताया कि यह नीति डिजिटल प्लेटफॉर्म पर सूचनाओं के बेहतर प्रसारण, सरकारी योजनाओं के प्रभावी संप्रेषण तथा राज्य के युवाओं और क्रिएटर्स को अधिक अवसर उपलब्ध कराने पर केंद्रित होगी।उन्होंने कहा कि सरकार का उद्देश्य है कि क्रिएटर कम्युनिटी को प्रोत्साहित किया जाए और डिजिटल माध्यमों के जरिए राज्य की संस्कृति, पर्यटन, उद्यमिता एवं उपलब्धियों को राष्ट्रीय और वैश्विक स्तर पर अधिक प्रभावी रूप से प्रस्तुत किया जाए।
कार्यक्रम को संबोधित करते हुए मुख्यमंत्री ने कहा कि सोशल मीडिया आज सूचना, संवाद और जनभागीदारी का सबसे सशक्त माध्यम बन चुका है। उन्होंने कहा कि आज किसी भी घटना की जानकारी कुछ ही सेकंड में लाखों–करोड़ों लोगों तक पहुँच जाती है और सोशल मीडिया ने आम नागरिक की आवाज को एक व्यापक मंच प्रदान किया है। मुख्यमंत्री ने यह भी कहा कि डिजिटल युग में सोशल मीडिया केवल संवाद का माध्यम नहीं, बल्कि समाज के प्रत्येक पहलू को प्रभावित करने वाला एक प्रभावशाली मंच बन गया है। उन्होंने इस बात पर विशेष जोर दिया कि इन्फ्लुएंसर्स की भूमिका अब केवल कंटेंट क्रिएशन तक सीमित नहीं है, बल्कि वे सामाजिक परिवर्तन लाने वाले सोशल चेंज मेकर्स के रूप में महत्त्वपूर्ण योगदान दे सकते हैं।
मुख्यमंत्री ने यह भी उल्लेख किया कि सोशल मीडिया के बढ़ते प्रभाव के साथ इसके दुरुपयोग के मामले भी सामने आते हैं। उन्होंने कहा कि कुछ लोग सोशल मीडिया का प्रयोग गलत अफवाह फैलाने, सामाजिक सौहार्द को प्रभावित करने और जनहितकारी योजनाओं के बारे में भ्रम उत्पन्न करने के लिए करते हैं। उन्होंने सभी कंटेंट क्रिएटर्स से आग्रह किया कि किसी भी भ्रामक या तथ्यहीन सामग्री का न केवल फैक्ट-चेक करें, बल्कि उसके सही तथ्यों को लोगों तक पहुँचाने में भी महत्वपूर्ण भूमिका निभाएँ।
मुख्यमंत्री ने कहा कि कई नकारात्मक कंटेंट क्रिएटर्स अधिक व्यूज और फॉलोअर्स पाने की होड़ में समाज, धर्म, सरकार या प्रदेश की छवि को नुकसान पहुँचाने वाली सामग्री प्रस्तुत करते हैं। उन्होंने कहा कि प्रसिद्धि की इस प्रतिस्पर्धा में नैतिक जिम्मेदारी और सामाजिक कर्तव्य को ध्यान में रखना आवश्यक है।उन्होंने कहा कि कंटेंट क्रिएटर्स राज्य के विकास में भी बड़ा योगदान दे सकते हैं। कार्यक्रम में प्रमुख सचिव आर. मीनाक्षी सुंदरम, महानिदेशक सूचना बंशीधर तिवारी, जागर गायक प्रीतम भरतवाण, तथा देश–प्रदेश भर से आए सोशल मीडिया इन्फ्लुएंसर एवं क्रिएटर्स उपस्थित रहे।
