प्रधानमंत्री राष्ट्रीय कृषि विकास योजना (पी.एम. आर. के. वी.वाई.) के अंतर्गत हरियाणा राज्य स्तरीय स्वीकृति समिति (एस.एल.एस.सी.) ने वित्त वर्ष 2026-27 के लिए लगभग 1122 करोड़ रुपए की व्यापक वार्षिक कार्ययोजना को मंजूरी दी है। यह निर्णय वीरवार को मुख्य सचिव अनुराग रस्तोगी की अध्यक्षता हुई बैठक में लिया गया। बैठक के दौरान वर्तमान में चल रही योजनाओं की प्रगति की समीक्षा की गई तथा आगामी वर्ष 2026-27 के लिए कार्ययोजना को अंतिम रूप दिया गया।
इस कार्ययोजना का उद्देश्य कृषि उत्पादकता बढ़ाना, सतत कृषि पद्धतियों को बढ़ावा देना, सिंचाई दक्षता में सुधार करना तथा राज्य में कृषि अवसंरचना को मजबूत करना है। अनुराग रस्तोगी ने योजनाओं के प्रभावी क्रियान्वयन, निधियों के समयबद्ध उपयोग और विभिन्न विभागों के बीच तालमेल बढ़ाने पर जोर दिया ताकि इन योजनाओं का लाभ किसानों तक जमीनी स्तर पर पहुंच सके। बैठक में प्रधानमंत्री राष्ट्रीया कृषि विकास योजना, कृषोन्नति योजना तथा राष्ट्रीय प्राकृतिक खेती मिशन के क्रियान्वयन की स्थिति की भी समीक्षा की गई।
अधिकारियों ने बताया कि वर्ष 2025-26 के दौरान केंद्र सरकार ने पी.एम. आर. के. वी.वाई. के विभिन्न घटकों के तहत हरियाणा के लिए 318.17 करोड़ रुपए की पहली किस्त जारी की थी, जिसमें से 240.46 करोड़ रुपए की राशि का उपयोग किया जा चुका है। यह उपयोग दर 75 प्रतिशत से अधिक है। बैठक में यह भी बताया गया कि वर्ष 2026-27 के लिए केंद्र सरकार ने हरियाणा के लिए पी.एम.-आर. के. वी.वाई. के तहत 545.53 करोड़ रुपए की केंद्रीय हिस्सेदारी निर्धारित की है, जबकि राज्य सरकार 363.69 करोड़ रुपए का योगदान देगी।
इस प्रकार कुल आवंटन 909.22 करोड़ रुपए होगा। राज्य में कृषि मशीनीकरण और फसल अवशेष प्रबंधन को प्राथमिकता देते हुए बजट का बड़ा हिस्सा इन क्षेत्रों के लिए निर्धारित किया गया है। कृषि मशीनीकरण उप-मिशन के तहत किसानों को आधुनिक कृषि उपकरण उपलब्ध करवाने के लिए 200 करोड़ रुपए का परिव्यय अनुमोदित किया गया है। इसके अतिरिक्त फसल अवशेष प्रबंधन के लिए 250 करोड़ रुपए आवंटित किए गए हैं, जिनका उपयोग मशीनों की खरीद और जागरूकता कार्यक्रमों के माध्यम से खेत में ही अवशेष प्रबंधन को बढ़ावा देने तथा पराली जलाने की समस्या को कम करने के लिए किया जाएगा।
