उत्तराखंड: श्रम कानून…प्रतिष्ठानों के साथ महिलाओं को मिली बड़ी राहत
प्रदेश में श्रम कानून के तहत प्रतिष्ठानों के साथ ही महिलाओं को बड़ी राहत मिली है। कैबिनेट ने इससे जुड़े श्रम कानून के प्रावधानों में बदलाव पर मुहर लगाई है। उत्तराखंड दुकान और स्थापन (रोजगार विनियमन और सेवा-शर्त) (संशोधन) अध्यादेश, 2025 के माध्यम से उत्तराखंड दुकान और स्थापन (रोजगार विनियमन और सेवा-शर्त) अधिनियम, 2017 की धारा 1(2), 8, 9 एवं धारा 19 में संशोधन जल्द लागू होगा। इसके तहत अभी तक 10 या इससे अधिक कर्मचारी होने पर प्रतिष्ठान को श्रम कानून के तहत अपना पंजीकरण कराना जरूरी है।
कैबिनेट के फैसले के बाद अब यह संख्या 20 कर दी जाएगी, जिससे छोटे प्रतिष्ठानों पर अतिरिक्त बोझ नहीं बढ़ेगा। दुकानों एवं स्थापनों की कार्यक्षमता बढ़ेगी। कर्मकारों को ज्यादा काम करने का अवसर मिलेगा, जिसके परिणामस्वरूप उनकी आर्थिकी में सुधार होगा।
दूसरी ओर, दुकानों एवं स्थापनों में महिला कर्मकारों को रात्रि पाली (रात्रि नौ बजे से प्रातः छह बजे तक) कार्य करने की सशर्त छूट मिलने से आर्थिक रूप से मजबूत होगी। वह पुरुषों के समान काम कर सकेंगी। लैंगिक समानता की व्यवस्था भी प्रभावी होगी। शर्त ये भी है कि एक तो प्रतिष्ठान को यहां सुरक्षा की पुख्ता व्यवस्था करनी होगी और दूसरे रात्रि पाली के लिए महिला कर्मचारी की पूर्व अनुमति लेनी होगी।
