हरियाणा के सरकारी स्कूलों में बच्चों को पढ़ाने की बजाय दूसरे विभागों का काम कर रहे शिक्षकों को अब वापस कक्षाओं में लौटना पड़ेगा। शिक्षण से अलग दूसरे कार्यों में लगे शिक्षकों को वेतन नहीं दिया जाएगा। अगर वेतन जारी हुआ तो आहरण एवं वितरण अधिकारी (डीडीओ) जिम्मेदार होंगे। इतना ही नहीं, सरकारी स्कूलों में किसी भी तरह की बैठकें भी नहीं की जा सकेंगी। जरूरी होने पर केवल ऑनलाइन बैठक कर सकेंगे।
वार्षिक परीक्षाएं नजदीक होने के चलते माध्यमिक शिक्षा निदेशालय ने दूसरे विभागों में काम कर रहे सभी शिक्षकों को वापस बुलाने का आदेश जारी कर दिया है। सभी जिला शिक्षा अधिकारियों, मौलिक शिक्षा अधिकारियों, जिला परियोजना समन्वयक और खंड शिक्षा अधिकारियों को निर्देशित किया गया है कि किसी भी हालत में अध्यापकों को गैर शैक्षणिक कार्य नहीं सौंपे जाएं। शिकायतें मिली हैं कि सरकारी विद्यालयों के अध्यापकों को अनेक प्रकार के गैर-शैक्षणिक कार्य सौंपे जा रहे हैं।
कुछ अध्यापक तो पिछले कई वर्षों से निर्वाचन कार्यालयों में कार्यरत हैं, जबकि कुछ को उपमंडल स्तर पर निरंतर गैर शैक्षणिक कार्यों में लगाया गया है। यह शिक्षा के अधिकार अधिनियम-2009 का स्पष्ट उल्लंघन है। धारा 27 के अनुसार अध्यापकों को किसी भी प्रकार का गैर-शैक्षणिक कार्य नहीं सौंपा जा सकता (सिवाय उन कार्यों के जिन्हें अधिनियम में विशेष रूप से छूट प्रदान की गई है)। प्रत्येक विद्यार्थी तथा अध्यापक को 220 शैक्षणिक दिवसों की उपस्थिति सुनिश्चित कराना अनिवार्य है। ऐसे में जरूरी है कि सभी अध्यापक विद्यालय में उपस्थित रहकर बच्चों को गुणवत्तापूर्ण शिक्षा प्रदान करें।
आदेशों में कहा गया है कि सभी अध्यापकों, जो अन्य विभागों के कार्यालयों में गैर शैक्षणिक कार्यों में तैनात हैं, उन्हें तत्काल प्रभाव से बिना किसी विलंब के कार्य मुक्त कर स्कूलों में ज्वाइन कराया जाए। भविष्य में गैर-शैक्षणिक कार्य सौंपने की प्रक्रिया निदेशालय की लिखित अनुमति के बिना नहीं हो सकेगी। यदि किसी जिले में कोई अत्यंत आवश्यक कार्य हो, तो नियुक्ति से पहले प्रस्ताव निदेशालय को भेजा जाएगा। निदेशालय से अनुमोदन प्राप्त होने पर ही ऐसे कार्य हेतु अध्यापक की तैनाती की जा सकेगी।
