आर्य ने कहा, यह पहली बार है जब सरकार विधायी परंपराओं को दरकिनार करते हुए राज्यपाल के अभिभाषण वाले दिन ही विनियोग विधेयक पेश करने जा रही है। कहा कि परंपरा के अनुसार वर्ष का पहला सत्र राज्यपाल के अभिभाषण से शुरू होता है और उस पर कम से कम चार दिन चर्चा होती है। इसके बाद विनियोग विधेयक पेश किया जाता है।
नेता प्रतिपक्ष ने कहा, वे उत्तर प्रदेश विधानसभा के सदस्य भी रह चुके हैं और उनकी जानकारी में उत्तर प्रदेश व उत्तराखंड दोनों राज्यों में राज्यपाल के अभिभाषण के दिन बजट पेश करने की कोई मिसाल नहीं है। लेकिन अनंतिम कार्यक्रम राज्य सरकार की लोकतांत्रिक जवाबदेही से बचने की प्रवृत्ति को दर्शाता है।
