PMGKAY के तहत फ्री में मिलने वाले अनाज पर सरकार का बड़ा फैसला
केंद्र सरकार ने चावल में पोषक तत्वों को मिलाने की प्रक्रिया को अस्थायी रूप से बंद करने का फैसला लिया है। यह निर्णय तब तक लागू रहेगा, जब तक अधिक मजबूत और प्रभावी पोषक तत्व वितरण तंत्र विकसित और कार्यान्वित नहीं हो जाता।
सरकार ने प्रधानमंत्री गरीब कल्याण अन्न योजना (पीएमजीकेएवाई) और भारत सरकार की अन्य कल्याणकारी योजनाओं के तहत चावल में पोषक तत्वों को मिलाने की प्रक्रिया की समीक्षा की। इस समीक्षा के आधार पर ही यह निर्णय लिया गया है कि लाभार्थियों तक पोषक तत्वों की आपूर्ति के लिए अधिक प्रभावी व्यवस्था मिलने तक पीएमजीकेएवाई और संबद्ध योजनाओं के तहत चावल में पोषक तत्वों को मिलाने की प्रक्रिया को अस्थायी रूप से बंद कर दिया जाए।

रिपोर्ट में यह भी कहा गया कि लंबे समय तक भंडारण और नियमित रखरखाव के दौरान इनमें सूक्ष्म पोषक तत्वों की कमी और शेल्फ लाइफ में गिरावट आने की संभावना रहती है। इस कमी के कारण प्रभावी शेल्फ लाइफ अपेक्षा से कम हो जाती है, जिससे अपेक्षित पोषण संबंधी लाभ सीमित हो जाते हैं।
खरीद की मात्रा और वार्षिक खपत को ध्यान में रखते हुए चावल दो से तीन साल तक भंडारण में रहता है। पीएमजीकेएवाई और अन्य कल्याणकारी योजनाओं के तहत 372 लाख मीट्रिक टन के वार्षिक आवंटन के मुकाबले, केंद्रीय भंडार में कुल उपलब्धता 674 लाख मीट्रिक टन होने का अनुमान है, जिसमें केएमएस 2025-26 से प्राप्त होने वाली रसीदें भी शामिल है।
कब तक बिना पोषक तत्वों के मिलेगा चावल?
इन निष्कर्षों को देखते हुए यह निर्णय लिया गया है कि जब तक अधिक मजबूत और प्रभावी पोषक तत्व वितरण तंत्र विकसित और कार्यान्वित नहीं हो जाता, तब तक चावल में पोषक तत्वों को मिलाने की प्रक्रिया को अस्थायी रूप से बंद कर दिया जाए।
सरकार ने कहा है कि प्रक्रिया को अस्थायी रूप से बंद करने के इस फैसले से खाद्यान्न की पात्रता में किसी प्रकार की कमी नहीं होगी और न ही सार्वजनिक वितरण प्रणाली (पीडीएस), एकीकृत बाल विकास सेवा (आईसीडीएस) या मिड-डे मील योजना के संचालन पर कोई प्रभाव पड़ेगा।
