दिल्ली: तीन दशक पुरानी है यमुना को साफ करने की जंग
राजधानी की जीवनदायिनी यमुना नदी को साफ करने की लड़ाई 30 साल से ज्यादा पुरानी है, लेकिन मौजूदा समय में भी दिल्ली का 22 किमी हिस्सा नदी को सीवेज की नाली बना रहा है। आलम यह है कि सुप्रीम कोर्ट से लेकर राष्ट्रीय हरित अधिकरण (एनजीटी) और दिल्ली हाईकोर्ट तक हर अदालत बार-बार फटकार लगा रही है, जुर्माना ठोक रही है, लेकिन प्रशासन और सरकार टालमटोल करने में लगी है। ऐसे में अब सवाल उठ रहा है कि इतना पैसा, इतने आदेश फिर भी यमुना क्यों मरी हुई है?
इस सबके बीच सेंटर फॉर साइंस एंड एनवायरनमेंट (सीएसई) की हालिया रिपोर्ट ने कहा है कि यमुना नदी को साफ करना नामुमकिन नहीं है। बस इसके लिए पुरानी योजनाओं से हटकर नई सोच और सख्त कार्रवाई की जरूरत है। सीएसई की रिपोर्ट में इंडिया एन्वायरनमेंट पोर्टल के मुताबिक, यमुना को बचाने की लड़ाई 1990 के दशक की शुरुआत में पहली जनहित याचिका के साथ अदालतों में शुरू हुई थी।
हाल ही में कुछ और महत्वपूर्ण पड़ाव हुए। इसमें सितंबर 2012-2013 की जनहित याचिका और 2013 व 2014 के विविध आवेदनों के जवाब में राष्ट्रीय हरित अधिकरण (एनजीटी) ने पर्यावरण मंत्रालय को यमुना की सफाई के लिए तीन सदस्यीय समिति गठित करने का निर्देश दिया। वहीं, जुलाई 2018 में एनजीटी ने एक निगरानी समिति (यमुना मॉनिटरिंग कमेटी) का गठन किया। इसके अलावा, अक्तूबर 2018 में यमुना निगरानी समिति (वाईएमसी) द्वारा एनजीटी को कार्ययोजना प्रस्तुत की गई।
