Rajasthan Chief Secretary and IIAS President Shri V. Srinivas to Attend IASIA 2026 Conference in Athens from 12–15 October

Rajasthan Chief Secretary and President of the International Institute of Administrative Sciences (IIAS), Shri V. Srinivas, will participate in the IASIA 2026 Annual Conference, scheduled to be held in Athens, Greece, from 12 to 15 October 2026. The conference of the International Association of Schools and Institutes of Administration (IASIA) will be attended by 600 delegates from more than 100 countries. IASIA is a regional unit of IIAS. Shri V. Srinivas was elected the first Indian President of IIAS in June 2025 for the three-year term 2025–2028.

To Deliver Inaugural and Valedictory Addresses, Chair IIAS Council Meeting

Several high-level engagements are scheduled for Shri V. Srinivas during his visit. He will address the IASIA Board of Management on 12 October, chair the IIAS Council of Administration meeting on 13 October, deliver the inaugural address at the conference on 14 October and deliver the valedictory address on 15 October.

On 12 October 2026, Shri V. Srinivas will hold bilateral meetings with Dr. Vassilis Exarchos, Director General of Greece’s National Centre for Public Administration and Local Government (EKDDA); Prof. Dr. Liezel Lues, President of IASIA; Prof. Dr. Bum Young Lee, Chair of the IIAS 2026 Seoul Conference; Prof. Dr. Marco De La Cruz, Scientific Director of IIAS; and Shri Ravi Shankar, Ambassador of India to Greece.

Shri V. Srinivas and Prof. Dr. Marco De La Cruz will present an initial preview of the IIAS Governance Index during the conference. According to the proposed programme, Greek Prime Minister Mr. Kyriakos Mitsotakis will participate in a high-level plenary session on the same day, which Shri Srinivas will also attend.

Conference to Focus on “Rethinking Governance for a Changing World”

The conference, themed “Rethinking Governance for a Changing World”, is expected to bring together more than 600 delegates from across the world. Policymakers, public administration experts and academics will discuss ways to make governance more effective, accountable and citizen-centric. Discussions will cover administrative innovation, digital transformation, institutional capacity and public trust in public institutions.

Concept and Methodology of IIAS Governance Index to Be Presented

An initial preview of the IIAS Governance Index, being developed under the leadership of Shri Srinivas, will be a major highlight of the conference. The Index aims to provide a global reference for understanding the functioning of public institutions and identifying areas for improvement. Its conceptual framework and methodology will be presented to international experts.

The conference will also mark the 65th anniversary of the International Association of Schools and Institutes of Administration (IASIA). Shri Srinivas will participate in its General Assembly and other administrative and academic discussions. His participation will provide an opportunity to share the administrative experiences of India and Rajasthan and exchange ideas on governance innovations from around the world.

Shri V. Srinivas was elected President of IIAS on 3 June 2025 for the 2025–2028 term. With nearly four decades of administrative experience, he has held significant responsibilities in administrative reforms, digital governance and public grievance redressal. His leadership at IIAS provides a platform for presenting Indian experiences in citizen-centric administration in global discussions on governance.
